Construction quality on the Wynn
Palace project is not handled in the
traditional manner. While the norm is for
the client’s resident engineer to carry
out inspection and certification, at the
Wynn Palace, Leighton’s long-standing
relationship with Wynn Developments
has enabled us to take responsibility for
quality throughout the duration of works
and implement self-inspection.
From the piling, rebar fixing and
concreting, to the lighting, awnings
and decorative mouldings, we are
responsible for inspecting our own
work and making the decision to sign
off. For most of our staff, it’s not the
usual way of doing things. And in order
for it to be successful, it requires a shift
in attitude, approach and culture from
both our staff and workers.
Enter, the ‘Quality
Counts’ campaign.
by the project leaders, with participation
from their construction team, QA/QC
representatives from the project-wide
QA team, our own resident engineers
and the client, the walks have increased
in number from one a week up to
sometimes five a week.
Meetings are held after the walks to
address any concerns raised. A huge
success, the walks give the client a
voice as well as an understanding of,
and most importantly confidence in, our
processes.
There has also been a large focus
on training, particularly in relation to
the RIW process, the subsequent

transparency and accountability on quality control.

improved structure in Incite, inspection
and test plans (ITP) and quality walks.
At our Knowledge and Skills Training
Centre (KSTC) – a learning centre built
to provide training that will fulfil our
promise to the Macau government
to upskill local supervisory staff and
workers – at least 50% of all training
provided is quality-related.
Over the last nine months, around
1,200 attendees from engineers to
frontline supervisors and workers have
been to specific quality-related training
such as GRC installation, fire-stop
applications, formwork and steel fixing.
If, after a quality walk the client feels
workmanship could be improved in
certain areas, the project teams can
also go to the KSTC with their specific
training requirements.
“Better is best” is the client’s philosophy
and our ‘Quality Counts’ campaign is
one way of ensuring this philosophy is
translated into reality on the project.
